Continuum of Care

The Continuum of Care (CoC) Program is a certificate-based program designed to link rental assistance with supportive services for homeless individuals and families with disabilities. This program primarily provides assistance to those with serious mental illness, chronic substance abuse problems, and/or Acquired Immunodeficiency Syndrome (AIDS), or related diseases.  Assistance is provided as long as there is available funding for this program.

The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act, consolidating three separate McKinney-Vento homeless assistance programs (Supportive Housing Program, Shelter Plus Care Program, and Section 8 Moderate Rehabilitation SRO Program) into a single grant program known as the CoC Program. 

Appointed by the U.S. Department of Housing and Urban Development (HUD), the Los Angeles Homeless Services Authority (LAHSA) serves as the Continuum, who coordinates the utilization of Federal and local funding in providing housing and services to homeless people throughout Los Angeles City and County, which includes the Los Angeles County Development Authority's (LACDA) jurisdiction.  Each year, Federal funds are made available for this Program which HUD awards competitively.  LACDA and LAHSA collaboratively submit an annual application for additional Program funding.  In turn, this funding allows LACDA to partner with Community-Based Organization’s (CBO) across Los Angeles County to co-administer the CoC Program. 

LACDA does not maintain a waiting list for the CoC Program.  The CBO will pre-screen applicants for program eligibility and service needs and refer clients to LACDA for rental assistance eligibility determination.  Supportive services are provided by the CBO.  In order to determine final eligibility, LACDA verifies all information submitted by applicants to ensure they meet HUD eligibility requirements in accordance with Program regulations.
