The Los Angeles County Development Authority (LACDA) is a public housing agency that provides subsidized low rent housing to eligible families, elderly and disabled households. The LACDA does not discriminate against applicants or residents on the basis of their disability. Under applicable law, the LACDA provides reasonable accommodations to public housing and affordable housing applicants and residents if they or any household member(s) have a disability and if the reasonable accommodation or reasonable modification is necessary to provide an equal opportunity to use and enjoy their housing.

Reasonable Accommodation & Reasonable Modification

  • What is a reasonable accommodation?

    1. A reasonable accommodation is a change, exception, or adjustment to a rule, policy, practice, or service that may be necessary for a person with a disability to have an equal opportunity to use and enjoy a dwelling, including public and common use spaces.

    2. Since rules, policies, practices, and services may have a different effect on persons with disabilities than on other persons, treating persons with disabilities exactly the same as others will sometimes deny them an equal opportunity to use and enjoy a dwelling.

    3. A request for a reasonable accommodation may be made at ANY time during the initial application process and throughout the tenancy.

    4. It is unlawful for the LACDA to refuse to make reasonable accommodations when such accommodations may be necessary to afford persons with disabilities an equal opportunity to use and enjoy a dwelling.

    5. To show that a requested accommodation may be necessary, there must be an identifiable relationship, or NEXUS, between the requested accommodation and the individual's disability.

    6. A request for accommodation must be reasonable, i.e., does not pose an undue financial and administrative burden to the LACDA or require a fundamental change to the LACDA’s housing programs.

  • What is a reasonable modification?

    1. A reasonable modification is a structural change made to existing premises, occupied, or to be occupied, by a person with a disability, in order to afford such person full enjoyment of the premises. Reasonable modifications can include structural changes to interiors and exteriors of dwellings and to common and public use areas.

    2. A request for a reasonable modification may be made at ANY time during the tenancy.

    3. It is unlawful for the LACDA to refuse to allow a reasonable modification to the premises when such a modification may be necessary to afford persons with disabilities full enjoyment of the premises.

    4. To show that a requested modification may be necessary, there must be an identifiable relationship, or NEXUS, between the requested modification and the individual’s disability. 

    5. A request for a modification must be reasonable. 

  • Who is eligible?

    Reasonable accommodations and/or reasonable modifications are only granted to individuals with a disability to remove disability-related barriers to housing.  For purposes of reasonable accommodation and/or reasonable modification, you are considered disabled if you are:

    - An individual with a mental or physical impairment that limits one or more major life activities;

    -  An individual who is regarded as having such an impairment; or

    -  An individual who has a record of such impairment.

  • May I request more than one accommodation and/or modification?

    Yes, but remember that your need for the accommodation and/or the modification must be verified as necessary.
  • How do I submit my request?

    If you or a member of your household believes you have a disability and think you might need and/or want a reasonable accommodation and/or a reasonable modification, you may request it at any time during your tenancy.  

    You can obtain a Request for Reasonable Accommodation/Reasonable Modification forms from a LACDA staff person handling your initial application or your property management office.  You can obtain assistance filling the forms from a LACDA staff person. Forms and publications in alternative formats are available upon request.

    Please either complete the Public Housing - Request for Reasonable Accommodation/Modification  or the Section 8 Multi-Family Housing (King's Road & Lancaster Homes) - Request for Reasonable Accommodation/Modification,  whichever is applicable.

    Once the forms are completed, please return them to the management office if you are an existing resident.  If you are an applicant, the request should be returned directly to the Eligibility and Suitability worker handling the application, whichever is applicable.

    Once submitted, the request will be forwarded for consideration to the public housing ADA Coordinator.

  • What if my request is not granted?

    The LACDA's ADA Coordinator will send you a written decision concerning the request for accommodation or reasonable modification within 30 business days of receiving the request. If you disagree with the decision concerning a request for accommodation or modification, you may request a grievance hearing by responding in writing within 10 calendar days of the decision.  You must describe in detail why you believe the decision regarding your request for an accommodation or modification is not correct.  If no response is received, the Housing Authority will presume that you are in agreement with the decision.
